Travel: YesJob DescriptionATSG is presently identifying candidates for the following position: Deputy Program Manager with an active Secret security clearance to join the ATSG Project Management Office's (PMO) In-Country Support Office (ICSO) team to work in partnership with the Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL). The Deputy Program Manager (DPM) will serve as the ICSO's lead and is ultimately responsible for the direct supervision of ATSG's Third Party Contractor (TPC) efforts and task order operations including contract performance, scheduling, and quality assurance and works closely with the Program Manager to provide direct support to INL's Central America Regional Security Initiative (CARSI). The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.
Duties and ResponsibilitiesOverall responsibility for in-country business and program operationsDevelop strong rapport with local INL COR, ATSG CARSI Program Manager, and ATSG task order employees; manage expectations and build a trusted relationshipPromote ATSG supporting role on the task order provide support to COR/PMs that encourages continuous and consistent contract growthEvaluate operational risk vs. reward and make sound decisions on task order requirementsEncourage TPCs to develop/implement innovative methods and practices in support of the INL missionMaintain ATSG's operations license and other business permits with local government and lawsEnforce ATSG's expectations, rules, and policiesParticipate in meetings with CARSI Program Manager and ATSG LeadershipImplement/Rejuvenate clear, concise country and ICSO SOPsConduct regular Operational Budget Management and ReportingConsult local legal counsel to ensure compliance with country's laws, regulations, and mandatesManage/Engage all stakeholders to identify trends and forecast new requirementsSupervise all assigned TPCs supporting INL and ICSO StaffRecruit candidates to fill new positions created during task order modificationsPartner with local Immigration Office, INL, and U.S. Embassy for visas and work permits for USN and TCN TPCsOwn new employee onboarding processOwn language requirements process for incumbent personnel and new hiresConduct regular reporting as required on task orderConduct training for incumbent personnel and new hires on policy changes and updatesTrack personnel Security Clearances, MRPTs, and RSOs through ATSG FSO or local RSOConduct recalls of all assigned personnel to disseminate pertinent information in the event of a contingency or emergency; maintain 24/7/365 accountability of all personnel during contingency and/or emergency operationsConduct emergency action procedures for all personnel as directed during contingency/emergency operationsMinimum QualificationsMust be an U.S. citizenMust possess a Secret clearance at the time of applicationFSI level 4/4 EnglishFSI level 3/3 SpanishBachelor's degree from an accredited universityFive (5) years of project/program management experience, international law enforcement, and/or criminal justice assistanceEight (8) years of professional experience as a managerAbility to effectively lead a diverse team via in-person and remote/virtualmanagementDemonstrated ability to establish and maintain effective, professionalrelationships and provide excellent customer serviceAdvance technical writing skillsDemonstrated ability to effectively share knowledgeStrong organization and interpersonal skills with excellent oral and written communication skills working with all levels of internal/external stakeholdersDemonstrated skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times, while maintaining a high degree of quality of work productExperience in producing, maintaining, implementing, and enforcing a Quality Control Plan, Risk Management Plan, program data tracking tools, situation reports, project schedules, etc.Demonstrated proficiency in computer and web-based applications including Microsoft Office Suite and Adobe AcrobatPreferred QualificationsKnowledge of U.S. Embassy organization and familiarity with program, organization, and operation of other U.S. agencies involved with INLAt least three (3) years of OCONUS project/program management experienceFSI level 4/4 SpanishABOUT ATSGATSG Corporation is a Veterans Affairs (VA) CVE-Certified Service-Disabled Veteran-Owned Small Business (SDVOSB) based in Fairfax, VA with branch offices throughout Central America.
