**POSITION MANDATE**

Since 2021, Resonance has worked with the United States Agency for International Development's Bureau for Humanitarian Assistance (USAID/BHA) on a project called Mainstreaming Private Sector Engagement in Humanitarian Programming (MAPS-H). This project aims to help USAID/BHA integrate PSE into its humanitarian assistance programming and overall operations. The MAPS-H project is designed to offer flexible and on-demand assistance to USAID/BHA, addressing specific PSE and partnership needs through practical support and technical assistance.

To address the multifaceted humanitarian crisis in Madagascar, USAID/BHA has engaged MAPS-H to carry out a Private Sector Landscape Assessment (PSLA) within Madagascar, focusing specifically on the Grand Sud and Grand Sud-Est regions. Through the PSLA, our team will seek to identify opportunities for USAID/BHA and its implementing partners to collaborate with private sector through strategic partnerships that aim to support business objectives while improving resilience and livelihoods at the household level.

Resonance will engage a Gender and Social Inclusion (GESI) Advisor to integrate gender/disability equity and social inclusion perspectives into key deliverables, work products and tools for the PSLA in Madagascar, with the aim to ensure a contextually appropriate GESI lens is applied and the team is being inclusive, realistic, and culturally relevant in our approaches, activities, and recommendations.

**OUTCOMES / ESSENTIAL FUNCTIONS**
- Provide contextual insights into the cultural, societal, and economic dynamics within Madagascar to inform technical inputs and strategies related to gender, women's empowerment, and the inclusion of people with disabilities and socially marginalized populations;
- Engage in design conversations with the PSLA team, as appropriate, to understand the thought process behind development of partnership concepts and other outputs in order to provide a GESI lens to the design;
- Review stakeholder interview guides, other relevant assessment tools, partnership concepts, and PSLA deliverables (e.g., slide deck, final report, etc.) and provide expert input to ensure they are written/designed with contextual relevance, cultural appropriateness, and a GESI lens to be inclusive of women/girls and socially marginalized populations in Madagascar;
- Analyze data from key informant interviews and focus group discussions with stakeholders, ensuring a gender-sensitive, disability-inclusive approach in data collection and analysis;
- Provide actionable, contextually relevant recommendations for the PSLA team and/or USAID/BHA to implement to ensure a GESI lens is applied through PSE and partnership development activities;
- Ensure assessment recommendations and proposed partnership concepts abide by the Do No Harm principle and are not disruptive of local norms and cultural dynamics; and
- Conduct desk research, leveraging existing literature and findings to inform GESI mainstreaming strategies and methodologies, as relevant.
- Enable and support organization in driving social, economic, and environmental impact

**DELIVERABLES**
- Written, practical feedback that is grounded in a strong understanding of GESI and the context in Madagascar on assessment tools, work products, and deliverables, with specific guidance on how the PSLA team can better integrate opportunities to elevate marginalized populations and ensure inclusivity through a locally contextual GESI lens, while abiding by the Do No Harm principle;
- Written analysis of PSLA primary and secondary data (as appropriate) to identify GESI-related themes, takeaways, and opportunities. Application of this analysis to inform written input to deliverables such as partnership concepts and PSE-related recommendations to USAID (see above bullet);
- Other related deliverables, as assigned.

**PERIOD OF PERFORMANCE**

The period of performance is expected to take place between approximately July - September 2024.

The maximum level of effort for this assignment is 5 days (40 hours).

**REQUIRED EDUCATION & EXPERIENCE**
- Bachelor's degree in a relevant technical area such as sociology, gender studies, business administration, economics, supply chain management, international development, agricultural studies, humanitarian assistance, or a related field;
- Minimum of ten (10) years of progressive experience in mainstreaming gender, women's empowerment, and inclusion of people with disabilities and socially marginalized populations as part of a project management role, as a practitioner/specialist or similar capacity;
