OverviewJhpiego seeks a Deputy Chief of Party to provide vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity for an upcoming USAID-funded health project in Afghanistan.
The project aims to increase access to and utilization of quality health and nutrition services and the adoption of healthy behaviors, especially for women and children.
The project will operate over a 5-year period.The position will operate under the leadership of the Chief of Party and with the senior management team.
The Deputy Chief of Party will oversee and ensure the technical and methodological soundness of all project activities.
In collaboration with the project team and partners, the position will support the design and implementation of programmatic strategies and approaches based on scientific evidence and best practices.
The post holder will also deputize for the Chief of Party (COP) in their absence.This position is contingent upon award from USAID.ResponsibilitiesEnsure overall responsibility for the technical oversight of activity implementation, conditions of the award, and financial compliance.Provide strategic direction of project activities and establish and implement a system to ensure a robust approach to the technical interventions in project activities, ensuring the activity meets stated goals and reporting requirements.Support the COP to ensure the effective and proper management of the project.Ensure effective operationalization of all aspects of technical activity implementation.Provide management leadership to all operational aspects including administration, logistics, procurement, budgeting, finance and compliance, and property.Ensure implementation is in accordance with USG regulations and procedures and the specifications determined in the Cooperative Agreement.Provide mentoring and capacity building to individuals and local partners in areas including health service delivery and local organization capacity development.Provide technical oversight to sub-partners to ensure they deliver on project scope.Actively participate in relevant technical advisory/working groups and professional forums representing the project.Develop and maintain strong working relationships with USAID, public health partners, member organizations, and local civil society organizations.Identify training and capacity needs among project stakeholders and assist in the design and implementation of measures to address those needs.Collaborate with local stakeholders and implementing partners to ensure all activities conform to relevant requirements and regulations.Document successes, lessons learned, and challenges in implementation, including routine quarterly and annual reports.Supervise technical and program staff, manage performance, and provide timely feedback.Maintain excellent relationships with USAID and in-country stakeholders and develop rapid responses.Provide technical leadership to develop the project strategic plan, work plan, and project monitoring.Author/co-author abstracts, presentations, and articles for journals and conferences.Work with finance and project staff to develop and track project budgets.Coordinate efforts with the country team lead to ensure alignment with organizational strategy, mission, and goals.Assist the Chief of Party to coordinate all human and financial resources for successful implementation of all Jhpiego programs.Perform other related duties/functions as assigned by the Chief of Party.Required QualificationsMedical Doctor and/or Master's degree in Public Health or related field.9-10 years senior-level management experience in public health programs in Afghanistan.Management or clinical background in reproductive health, maternal and child health, systems strengthening, nutrition, immunization, or performance improvement.Previous experience managing a field office for an international health program.Knowledge of the Afghanistan Health System, the Ministry of Health and Population, key donors, and stakeholders in Afghanistan.Knowledge of the policies of major U.S. donor agencies.Proven leadership and management skills.Excellent skills in facilitation, team building, and coordination.Excellent analytical and problem-solving skills.Ability to work independently with very little supervision.Excellent communication, writing, and presentation skills.Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform.Ability to provide technical and programmatic leadership in developing country programs.Ability to travel both nationally and internationally.Jhpiego offers competitive salaries and a comprehensive employee benefits package.Please apply at www.jobs-jhpiego.icims.comApplicants must submit a single document for upload to include: cover letter, resume, and references.For further information about Jhpiego, visit our website at www.jhpiego.orgNote: The successful candidate selected for this position will be subject to a pre-employment background investigation.Jhpiego is an Affirmative Action/Equal Opportunity Employer
