Program Description (Background)

When catastrophe hits, International Medical Corps is often one of the first humanitarian aid organizations on the scene providing rapid and effective aid that saves lives, reduces suffering, and promotes self-reliance.

International Medical Corps provides safe, timely, effective, efficient, equitable and patient-centered care; offers needs-based response according to the context and type of sudden onset disaster (SOD) and/or outbreak in the affected nation; adopts a human rights-based approach to its response; ensures it is accessible to all sections of the population affected by the SOD and/or outbreak, particularly the vulnerable; and treats patients in a medically ethical manner.

International Medical Corps is accountable to patients and communities, host governments and ministries of health, and its organization and donors.
International Medical Corps commits to a coordinated response under the national health emergency management authorities.
International Medical Corps collaborates with the national health system, the clusters and the humanitarian community.

Selected personnel are on standby to deploy to a crisis within 48 hours.
Personnel may deploy to new areas of operation or lend support to International Medical Corps teams already on the ground.
International Medical Corps maintains a roster of volunteers and staff who have completed pre-deployment paperwork, orientation and training.
The roster is updated on a regular basis.
Through this expression of interest, applicants maintain professional profiles with International Medical Corps, so that information is complete and readily available for an emergency response deployment.

This position will support International Medical Corps' emergency response delivering outpatient clinical care to disaster-affected populations.

NOTE

Candidates applying to this position are indicating that they are interested in being considered for International Medical Corps' standby roster for emergency response.
Roster members will be contacted only when there is an emergency-response need for which the responder is qualified.
This position will not be compensated unless responders are deployed to an emergency response.

Job Description

JOB SUMMARY:

The primary responsibility of the Field Site Manager ERT is to support the implementation of services in an emergency setting.
The Field Site Manager manages humanitarian programming in an area of responsibility including program design, budget and timeline according to emerging needs.
The Field Site Manager guides program implementation through the coordination of logistics, finance, and administration functions.

MAIN TASKS AND RESPONSIBILITIES

Coordination

Represent International Medical Corps and coordinate assessments and activities with implementing agencies in the area to avoid duplication and to address gaps in service.

Promote positive leadership through regular and efficient internal coordination meetings for personnel on site.

In the spirit of transparency, promote International Medical Corps work and liaise with relevant external stakeholders, local leaders and government officials.

Identify and build collaborative partnerships with NGO partners, sub-grantees, and other stakeholders.

Collaborate in the development of referral pathways, service maps, and other networks that may assist clients to access services.

Generate a positive image of International Medical Corps and its personnel in the area of responsibility.

Program Design

Identify funding opportunities and contribute to the design of projects.

Lead or contribute to assessments and timely assessment reports.

Draft concept notes, budgets, workplans, proposals, and reports.

Contribute to program strategy.

Program Management

Oversee program management functions in area of responsibility including planning and the timely implementation of programs.

Review implementation against expenditure, workplan and data at least monthly; propose solutions to under / over spending.

Assist teams in the development and execution of work plans.

Ensure accurate monitoring systems are established; use data in regular project reviews.

Lead or contribute to high quality, timely, accurate reporting.

Support

Implement and oversee International Medical Corps logistics, finance, HR, and administration procedures; create an environment of mutual respect where personnel adhere to procedures.

Regularly review procurement, identify bottlenecks, and develop timely solutions.

Lead planning and procurement of operational supplies for the site.

Ensure warehouse spot checks are conducted, share reports.

Submit cash requests based on planned monthly expenses.

Review financial transactions, payroll and timesheets for accuracy.

Oversee staffing plans, contracts and benefits.

Hire, orient and supervise new team members as necessary.

Determine training needs, advocate and plan for professional development.
Train relevant national staff to undertake greater responsibility and thus ensure sustainability.

Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.

Contribute to team-building efforts, support team members to identify solutions to problems.

Monitoring, Evaluation, Accountability and Learning

Integrate MEAL approaches and activities into program plans and operations, outlining how MEAL will be implemented at each stage of the program cycle.

Support country MEAL team in establishing MEAL system, data collection tools, and a formal mechanism to capture, monitor, respond to and act on feedback and complaints from communities.

Ensure all staff and volunteers receive basic communication and complaint handling skills training.

Ensure their staff know how to receive, record, and refer (to the CBFRM) feedback and complaints should they be approached by a member of the community.

Ensure their staff know how to provide basic informed consent (explaining what happens to feedback/complaint, timeline, how they can contact IMC, how/when they should receive a response from IMC, rights/limitations regarding anonymous complaints, etc.
).

Based on findings, lessons, feedback and assessment data generated from MEAL system, identify and utilize the best approaches to provide communities with relevant and actionable life-saving and life-enhancing activities and information.

Security

Assist in the development, implementation and maintenance of field site standard security documents.
Create an environment where personnel adhere to and respect security procedures.

Provide a security briefing to site visitors within 24 hours of arrival.

Monitor changes and trends.
Alert the Team Leader and/or Security Manager of changes to context that may contribute to the security of International Medical Corps personnel, programming or in any way damage International Medical Corps reputation.

General

Deployed personnel are expected to assist with the setup, maintenance and demobilization of the clinical spaces and base camp as required.

Policy Adherence

Actively promote PSEA (prevention of sexual exploitation and abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps.

Adhere to the Code of Conduct, maintain humanitarian principles and respect international humanitarian law at all times.

The fluid nature of emergency response requires personnel to adapt to a rapidly changing landscape; duties may be reconfigured to meet operational requirements.

Perform other duties as assigned.

Job Requirements

MINIMUM QUALIFICATIONS

Typically, a Bachelor's Degree in Humanitarian Affairs, Social Science, Public Health, Emergency Management or related field is preferred.
Equivalent combination of relevant education and experience may be substituted as appropriate.

Typically, 5+ years of relevant progressive experience in humanitarian relief or development sector/context, NGO programs and projects experience with increasing responsibilities, including international work experience in an operations management role.

Experienced project manager with strong competency in financial management and strategic planning

Familiar with common donors (OFDA, BPRM, DFID, ECHO, UN) and the coordination system

Competencies

Fluent in use of the Microsoft Office suite and web-based files

Experienced in the use of radio handsets, satellite phones, and other communications

Excellent communication skills and the ability to represent International Medical Corps to a broad range of people and organizations

Knowledge, practical understanding of and ability to work within both relief and development NGO contexts

Understanding of health issues in developing countries

Team working, flexibility and relationship building skills, ability to develop positive working relations across functions and cultures, quite often at a distance

Problem solving skills in day to day and crisis situations

Resilience and stress management skills for self and team

Ability to identify and analyze opportunities that contribute to strategic aims, translate them into practical plans and implement them

Fluency in written and spoken English is required; fluency in Spanish, French or Arabic is desirable

Additional Technical or Language Requirements

In addition to the responsibilities referenced above, candidates can expect to be living and working in austere conditions.
Lifting moderately heavy objects from the ground, carrying a backpack for extended periods of time, and walking or hiking in remote locations may be necessary to perform these functions.
International Medical Corps is a first responder to natural and man-made disasters and has a mandate of working in remote locations.
The organization has a comprehensive security management policy and plan in place and is committed to doing everything possible within its remit to ensure safety and security.
Notwithstanding, the mandate and programming choices of International Medical Corps require staff members who have a high degree of resilience, extremely decisive qualities and the ability to move fast.
