Program Description (Background)
International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through healthcare training and relief and development programs.
This position will support International Medical Corps' emergency response delivering outpatient clinical care to disaster-affected populations.
NOTE: Candidates applying to this position are indicating that they are interested in being considered for International Medical Corps' standby roster for emergency response. Roster members will be contacted only when there is an emergency-response need for which the responder is qualified. This position will not be compensated unless responders are deployed to an emergency response.
Job Description
JOB SUMMARY: The primary responsibility of the Finance Manager is to support the implementation of services in an emergency setting. The Finance Manager directly oversees all financial and accounting activities including all finance activities and reporting in the response sites.
MAIN TASKS AND RESPONSIBILITIES
Accounting and Finance Management
Ensure compliance with the organization and donor regulations and procedures; establishing finance and supporting function policies, systems and procedures.
Responsible to ensure financial resources availability for local payments of the team, in coordination with International Finance Desk.
Supervise day-to-day accounting operations and financial management functions.
Review and account for procurement transactions to ensure adequate supporting documentation.
Ensure the maintenance of accurate records of financial transactions of the response office.
Ensure that financial reports meet requirements of both field and senior management.
Direct the preparation of all financial reports for external purposes.
Oversee training of finance staff and provide technical support to country program and logistics.
Supervise or prepare budgets and provide recommendations for budget realignments as required.
Make frequent visits to field offices to provide training to finance staff.
Training and Capacity Building
Determine training needs for finance staff.
Train national staff to increase their responsibilities.
Advocate and plan for professional development for expat and national staff.
Working Relationships
Maintain frequent communication with Regional Finance Coordinator.
Work with direct line manager, senior management and field teams.
Attend coordination meetings relevant to country activities.
Interface with national government and relevant agencies.
Representation
Serve as the principal liaison with donors on matters related to the program.
Participate in donor meetings and communicate relevant information to HQ.
Ensure maximum visibility of the agency among the NGO community.
Compliance & Ethics
Promote and encourage a culture of compliance and ethics throughout International Medical Corps.
General
Deployed personnel are expected to assist with the setup, maintenance and demobilization of the clinical spaces and base camp.
Policy Adherence
Actively promote PSEA standards within International Medical Corps.
Adhere to the Code of Conduct at all times.
Perform other duties as assigned.
Job Requirements
MINIMUM QUALIFICATIONS
Typically, a University's degree in Accounting or Business Administration; preferably a Master's degree.
Typically, 7+ years of relevant and progressive experience in the finance field.
Extensive experience in the administrative and financial management of overseas programs.
Extensive experience in working with computerized accounting systems.
Comprehensive knowledge and working experience with USAID, UN Agencies, World Bank, EU, DfID and other donors.
Skills and knowledge in program sustainability and capacity building.
Strong writing and presentation skills.
Proven capabilities in leadership required.
Strong negotiation, interpersonal and organization skills.
Additional Technical or Language Requirements
