C40 is a network of nearly 100 mayors of the world's leading cities, who are working to deliver the urgent action needed right now to confront the climate crisis, and create a future where everyone, everywhere can thrive.
Mayors of C40 cities are committed to using a science-based and people-focused approach to help the world limit global heating to 1.5°C and build healthy, equitable and resilient communities.
Through a Global Green New Deal, mayors are working alongside a broad coalition of representatives from labour, business, the youth climate movement and civil society to go further and faster than ever before.

Three-term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, responsible for operational oversight.
A regionally diverse management team, led by Executive Director Mark Watts, leads the day-to-day management of C40.

Department Description
The Climate Action Planning and Innovation (CAPI) team supports cities in developing and updating climate action plans (CAPs) consistent with the ambitions of the Paris Agreement, supporting cities to set ambitious goals, targets and actions to reduce greenhouse gas emissions and adapt to the impacts of climate change, whilst improving equity and also exploring innovation to accelerate action and unlock barriers to support transformation of the urban system.
Within the CAPI team, the role is associated with The Joint Program, funded by Bloomberg Philanthropies, that brings together C40 Cities Climate Leadership Group and the Global Covenant of Mayors for Climate & Energy.
Through the Joint Program, the climate action planning journey for cities is streamlined and scaled to include C40 and non-Cities.
About the Project
The Project is a 2-year project that focuses on using data and technological solutions to address climate change impacts on vulnerable populations.
The project will focus on providing knowledge products and a Heat Risk tool/web resource that is accessible globally to cities to improve access to information about extreme heat, and enable heat action planning.
Position Description
The Manager of Heat Data and Tool Development will support the engagement, testing and validation of heat data and tools across small, medium and large cities in Brazil and potentially other countries across the globe.
The successful candidate will play a pivotal role in engaging cities and supporting project delivery during the development and deployment of the heat risk tool.
As such, the successful candidate supports cities to gain improved knowledge and access to heat data and tools, thus enabling cities to use tools and understand heat risk and inform action planning.
The ideal candidate will combine experience in stakeholder engagement with a technical background, an in-depth understanding of the heat risk data and tools, and an awareness of the ongoing evolutions in this field, including emerging technologies and new data sources.
The candidate will have substantial experience in assisting city governments in Brazil.
Responsibilities:
Support Tool Development and Delivery: Contribute to the conceptualization, development, and delivery of the heat risk mapping and vulnerability assessment tool as part of the project team, ensuring the tool meets the needs of cities in Brazil and other pilot cities in the region.
Regional and Technical Expertise: Provide technical expertise on heat risk data, climate risk vulnerability assessments, and action planning, ensuring these elements are fully integrated into the tool development and deployment processes.
Testing, Validation, and Engagement: Lead the testing and validation of heat risk data and the heat risk mapping and vulnerability assessment tool in Brazilian and potentially other pilot cities across the globe, engaging municipalities and local authority associations to ensure effective use in action planning and identification.
Collaborate with cities, partners, and data providers to ensure heat risk data and tools are accessible and integrated into city decision-making processes, facilitating informed urban planning and climate resilience strategies.
Facilitate the deployment of the tool and drive its expansion to reach cities beyond the initial pilot locations.
Monitor tool deployment progress in cities, document lessons learned, and ensure cities meet KPIs, while supporting the preparation and delivery of progress reports to internal teams and stakeholders on engagement, tool adoption, and milestones.
Coordinate with C40 teams and partners to ensure alignment and resource sharing across projects, supporting scaling efforts in Brazil and facilitating the expansion of heat resilience and adaptation tools to other cities in the region.
Person Specification:
Experience in heat management in urban areas, including experience conducting climate risk assessments - interpreting climate data and projections, hazard impact and vulnerability assessments.
Experience in developing tools and resources for climate action planning, particularly for heat risk assessments and strategy identification.
Experience in engaging in technology-related projects in climate change, tool development, and action planning.
Knowledge of climate strategies applicable to both large and small cities, with direct working experiences in Brazilian cities, with a focus on climate risk and adaptation.
Demonstrated ability to engage stakeholders from diverse backgrounds on heat risk and climate action, successfully connecting risk to action identification.
Track record of securing stakeholder buy-in for tool development and implementation processes.
Exceptional analytical skills with advanced proficiency in MS Excel and data management, particularly using emerging technologies like remote sensing and AI.
Experience in developing concise presentations, guidance materials, and knowledge products for capacity building.
Demonstrated experience in working as part of a team, in multicultural settings and across different time zones, and ability to manage multiple parallel tasks.
Strong interpersonal, written and verbal communication skills, combined with excellent English and Brazilian Portuguese fluency and ability to write technical materials and documents in these languages is an asset.
Demonstrated ability to work remotely via Zoom and with limited supervision.
Passionate about technology projects, spatial data analysis, cities, climate change and evidence-based climate action.
