Project Overview
Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Health is a USAID- funded five-year project awarded to Palladium on September 23, 2022. PROPEL Health aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation; adequate, predictable, and sustainable health financing; enhanced government stewardship, transparency, and accountability; and use of evidence-based advocacy approaches at global, national, and subnational levels to promote best practices. It focuses on family planning/reproductive health (FP/RH), primary healthcare, and global health security (GHS). The project's transformational technical strategy prioritizes localizing policy, advocacy, financing, and governance (PAFG) leadership, technical assistance, and capacity development to enhance resilience and sustainability. PROPEL Health's country teams will serve as the technical and implementation driving force for Mission buy-ins and country-based core-funded activities. The project actively supports USAID's localization strategy by drawing on local actors and partners to co-create country programs and lead implementation, monitoring, and evaluation.
PROPEL Health Madagascar will support the Government of Madagascar (GOM) to advance the national Global Health Security Agenda (GHSA) and One Health approach. PROPEL Health will strengthen the government's capacity to design and implement health security policies; mobilize and efficiently utilize financing for emergency response and essential services; and better prepare the GOM to prevent emerging infectious disease threats (both human and zoonotic), including cholera, Mpox, and Marburg virus. PROPEL Health will also focus on improving policy, financing, and governance of GHS, disease surveillance, health emergency response, and risk communication.
The project is seeking to recruit a Monitoring, Evaluation, Learning, and Communications Advisor for PROPEL Health Madagascar. This is a local hire and moving expenses or expatriate allowances are not associated with the position. This position is based in Antananarivo, Madagascar.
Scope of Work
The Monitoring, Evaluation, Learning, and Communications Advisor will work closely with the PROPEL Health Madagascar Country Director, other members of the PROPEL Health team locally and at HQ, government and technical experts in supporting teams to develop and implement robust MEL systems that generate high quality data for performance improvement. Lead the development and implementation of MEL plans as advised in the project document and capture and report on PROPEL Health indicators. Lead the identification, documentation, and dissemination of project reporting, experiences, lessons learned, and success stories to determine the effectiveness of project interventions. Support the use of electronic data management systems. The Monitoring, Evaluation, Learning, and Communications Advisor will report to the Madagascar Country Director.
Primary Duties and Responsibilities:
Work with HQ-based staff to support project monitoring, evaluation, and learning efforts, including identifying and documenting project results in accordance with PROPEL Health project indicators, and contributing to quarterly and semi-annual reporting for the donor.
Produce and/or contribute to the writing and/or translation of technical reports, briefing notes, and other documents including quarterly and semi-annual reports, policy briefs, activity updates, and communications materials.
Work with the PROPEL Health staff to provide country-level specifications for the M&E CLA platform.
Work with PROPEL Health staff to support project monitoring, evaluation, and learning efforts, including collaborating with country and HQ-level activity leads to identify and document project results in accordance with PROPEL Health project indicators.
Work with activity leads to review results on a quarterly basis, verifying supporting documentation, submitting them to the PROPEL Health M&E CLA platform, and incorporating them into quarterly reports.
Lead the report writing for quarterly reports to the regional Mission and support the development of routine and technical reports at country, regional, and project level, as appropriate.
Report PROPEL Health indicator data into mission-specific management information system along with narratives and supporting documentation.
Provide mentoring as needed to colleagues (e.g. on baseline/indicator/target/results concepts).
Conduct data collection and analysis. This will include supporting PROPEL Health staff and government counterparts to (1) update dashboards; (2) conducting modelling projects; (3) conducting secondary data analysis from DHIS2 and other related data platforms, etc. This will require presenting results for decision-makers in concise formats such as PPT and briefs.
Coordinate and manage all monitoring, evaluation, learning, and research deliverables for the project and ensure that all required reports and documentation for the project's internal management systems and for external reporting are produced according to USAID guidelines and Palladium policies.
Develop and implement a communications plan that captures and communicates project results, successes, and lessons learned.
Conduct other technical or administrative activity within the framework of the project upon request of PROPEL Health Country Director.
Education Qualification
Bachelor's degree in public health, social science, development, or related field with at least eight years of professional experience; Master's degree a plus, combined with five years of professional work experience.
Knowledge and Experience
At least two years of experience working in MEL on a USAID or other donor-funded project.
Deep understanding of the USAID project cycle, policies, regulations, monitoring and evaluation methodologies, and reporting requirements.
Strong strategic thinking, leadership, and people skills with ability to engage a broad range of stakeholders in developing appropriate MEL solutions.
Familiarity with quantitative and qualitative research and evaluation design and analysis methodologies
High intellectual curiosity and ability to stay up to date on latest MEL approaches
Strong client relationship management skills and sound problem solving and decision-making skills
Strong management, communication, writing, and interpersonal skills
Excellent written and verbal communication skills; ability to write technical documents
Experience designing data management systems and dashboards or other data visualization tools
Experience analysing data and presenting information to decision-makers. Experience with DHIS2 is a plus.
Demonstrated understanding of global health security or infectious disease surveillance is an advantage.
Demonstrated experience in putting in place systems or processes to improve efficiency or accountability.
Computer skills: SharePoint, Microsoft Excel, Microsoft Word
Excellent interpersonal and communication skills, both oral and written.
Fluent in French and Malagasy. A professional level of English proficiency, both spoken and written.
Willingness to travel internally in Madagascar.
