Program Description (Background)
International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through healthcare training and relief and development programs.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and healthcare to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated healthcare systems and helps bring them back to self-reliance.
When catastrophe hits, International Medical Corps is often one of the first humanitarian aid organizations on the scene providing rapid and effective aid that saves lives, reduces suffering, and promotes self-reliance.
This position will support International Medical Corps' emergency response delivering outpatient clinical care to disaster-affected populations.
NOTE: Candidates applying to this position are indicating that they are interested in being considered for International Medical Corps' standby roster for emergency response. Roster members will be contacted only when there is an emergency-response need for which the responder is qualified. This position will not be compensated unless responders are deployed to an emergency response.


Job Description
JOB SUMMARY: The primary responsibility of the Finance Officer, is to provide financial support in accordance with donor/client and International Medical Corps internal policies and procedures including but not limited to accounting, month and year closing procedures, financial reporting, tax reports, bank and cash reconciliations, AR/AP analysis and accrual of taxes and other expenses.
MAIN TASKS AND RESPONSIBILITIES:

Carry out day-to-day accounting operations and financial support in accordance with donor/client and International Medical Corps internal policies and procedures.
Ensure required preapprovals and other supporting documents are secured in advance of incurring an expense.
Prepare, review and advise on procurement requests and coordinate with logistics department for timely delivery of goods and services.
Prepare and assist to prepare financial and logistics reports to track and reconcile transactions.
Prepare pipelines on timely manner and arrange and attend pipeline meetings to advise senior management on decision making.
Ensure all financial documents are archived properly.
Prepare and assist to prepare state tax reports.
Prepare and assist to prepare budgets for project proposals and make necessary adjustments in the budgets as needed.
Review and support clearance of Cash advances and corporate credit card transactions.
Prepare volunteers per diem payments and processing on timely manners.
Coaching finance assistant(s).
Review sub partner(s) financial documents to ensure that costs incurred to projects are in compliance with donor and internal procedures and policies.
Ensure close relationship and build communication and follow up procedures with sub partner(s) if applicable.
Prepare timely and accurate financial reports for submission to donor on or before the deadlines as needed.
Research on financial compliance topics and ensure the full compliance of financial transactions with country laws, donor regulations and International Medical Corps policies and procedures.
Ensure filing and supporting documentation are completed for all active grants, and new opportunities.
Accounting for overhead procurements transactions.
Maintenance of accurate financial transactions records.

General: Deployed personnel are expected to assist with the setup, maintenance and demobilization of the clinical spaces and base camp as required.
Policy Adherence: Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
Perform other duties as assigned.


Job Requirements
MINIMUM QUALIFICATIONS:

Typically, a University's degree in Accounting or Business Administration. Equivalent combination of relevant education and experience may be substituted as appropriate.
Typically, 3+ years of relevant experience in Accounting, preferably with a non-profit organization.
Good experience in working with computerized accounting systems; Experience in Deltek Costpoint and Cognos, is a plus.
Proficient in computer applications, especially with MS Word, Excel, and PowerPoint.
Excellent communication and representative skills (written, oral, cross-cultural).
Ability to multitask and deal with stressful situations driven by strict deadlines.
Ability to adapt within the working environment and work in a team setting.
Ability to deploy to field sites within United States with short notice.
Keen attention to detail.
Fluency in written and spoken English is required; fluency in Spanish, French or Arabic is desirable.



Additional Requirements
In addition to the responsibilities referenced above, candidates can expect to be living and working in austere conditions. Lifting moderately heavy objects from the ground, carrying a backpack for extended periods of time, and walking or hiking in remote locations may be necessary to perform these functions.
