Procurement Unit
The Latin America and Caribbean (LAC) Region Procurement Unit (ELCRU) is part of the Global Governance Practice of the Bank which belongs to the Bank's Prosperity Department. ELCRU supervises all procurement operations carried out by Borrowers and their implementing agencies in the 33 client-countries of the region. The unit promotes the overall agenda of the Bank, supporting the fight against poverty and for shared prosperity.
The procurement team works closely with clients to support the development of their public procurement systems and ensures that procurement under Bank-financed projects is conducted in accordance with loan agreements and fiduciary standards. The Procurement Specialist will be a member of the team that provides services to the CMU covering Brazil (LCC5) and to the various Global Practices financing investment, development policy, and Program-for-Results operations in Brazil.
Scope of Work
Provide technical fiduciary advice on procurement activities and engage in policy dialogue on procurement with client countries.
Support client countries in achieving value for money (VFM) in public procurement to enhance service delivery and development outcomes with integrity.
Understand relevant procurement markets using analytics and approaches to define more effective procurement.
Participate in missions and play a key role in developing practical approaches to procurement.
Prepare and/or comment on draft operational directives and policy papers; produce major/complex reports.
Develop relationships with government senior officials to advance policy dialogue in procurement.
Transform policy dialogue into concrete proposals that enhance and strengthen countries' national procurement systems.
Guide/mentor lower-level staff, consultants, and other stakeholders.
Develop and execute training modules on complex sector-related procurement topics.
Selection Criteria
Master's Degree or equivalent qualification relevant to this position.
Minimum of 5 years relevant experience in public procurement and procurement under Multilateral Development Banks.
Proven knowledge of public procurement principles, systems, processes, legal frameworks, and international procurement approaches.
Ability to independently provide well-researched analyses of complex procurement issues.
Knowledge of Bank procurement policies and practices across a wide range of Bank lending operations.
Good understanding of critical linkages among clients' business drivers and procurement processes.
Ability to deal sensitively in a multi-cultural environment and build effective working relationships.
Languages: Portuguese required / Fluency in English.
Prior experience working in South America and in Brazil is an asset.
