- Under the supervision of the National Officer in charge of Brazil, the Programme Analyst is responsible for supporting the project's work plan and daily activities, especially in the field supporting the supervision of the Local Managers, Field Agents and Technical Assistants. The Programme Analyst will work in close collaboration with the operational and technical teams of UN-Habitat in Rio de Janeiro.

- Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the 2030 Agenda with the Sustainable Development Goals (SDGs) and the New Urban Agenda (NUA). UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean - ROLAC - is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. In order to expand the programme and seek support to work with the challenges of reducing urban poverty and integrating all segments of the population into the fabric of the city, UN-Habitat is a partner of Instituto Pereira Passos (IPP) of the Municipality of Rio de Janeiro (PCRJ) in the implementation of the Social Territories Programme. To respect, protect and achieve rights and build a fairer and more equitable city, the Social Territories Programme aims to identify the most vulnerable urban population of the city of Rio de Janeiro, better understand their living conditions and promote a specialized support to integrate them into public registries, the network of basic services and the municipal urban fabric. The Social Territories Programme has been implemented, since 2019, in large favela complexes (Alemão, Chapadão, Cidade de Deus, Lins, Maré, Pedreira, Penha, Jacarezinho, Rocinha and Vila Kennedy) and is currently being expanded in larger scale throughout the city. In order to continue with the due implementation of the Social Territories Programme, UN-Habitat office in Rio de Janeiro is looking for a Programme Analyst. Report to UN-Habitat Manager The Programme Analyst reports to the National Officer for Brazil, who will evaluate him/her. Outputs/Work Assignment The Programme Analyst shall support the implementation of the Social Territories Programme, in partnership with the Instituto Pereira Passos (IPP), within the Programme Coordination, with the responsibilities below. The Programme Analyst shall be paid with a monthly allowance, upon presentation and approval by the National Officer of monthly activities' report. Responsibilities The Programme Analyst shall support the implementation of the project, and its activities, with the following responsibilities: a) Coordinate the work with the Municipal Secretariats involved in the implementation of the Programme. b) Supervise the fieldwork, when possible, and also the monitoring by phone. c) Supervise the implementation of the integrated protocol of the Programme. d) Support the monitoring of the Programme. e) Support the dissemination of the Programme in the communities. f) Support the organization of local events. g) Organize and participate in local and management meetings requested by the Programme Coordinators. h) Be responsible for maintaining an organized and accessible information file. i) The consultant will be responsible, within its competencies, to ensure that the technical activities are aligned with the quality expectations of the Agency and the counterparts. j) Document expert group meetings, forums, consultations, training events and other activities related to the planning, development and implementation of ongoing and new projects. k) Prepare reports to partners, internal reports, etc. at various stages of the projects. l) Perform other duties which may be requested by the supervisors.
