We are searching for an experienced Risk Communication and Community Engagement Technical Advisor in Antananarivo, Madagascar.
Project Overview
Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Health is a USAID- funded five-year project awarded to Palladium on September 23, 2022. PROPEL Health aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation; adequate, predictable, and sustainable health financing; enhanced government stewardship, transparency, and accountability; and use of evidence-based advocacy approaches at global, national, and subnational levels to promote best practices. It focuses on family planning/reproductive health (FP/RH), primary healthcare, and global health security (GHS). The project's transformational technical strategy prioritizes localizing policy, advocacy, financing, and governance (PAFG) leadership, technical assistance, and capacity development to enhance resilience and sustainability. PROPEL Health's country teams will serve as the technical and implementation driving force for Mission buy-ins and country-based core-funded activities. The project actively supports USAID's localization strategy by drawing on local actors and partners to co-create country programs and lead implementation, monitoring, and evaluation.
PROPEL Health Madagascar will support the Government of Madagascar (GOM) to advance the national Global Health Security Agenda (GHSA) and One Health approach. PROPEL Health will strengthen the government's capacity to design and implement health security policies; mobilize and efficiently utilize financing for emergency response and essential services; and better prepare the GOM to prevent emerging infectious disease threats (both human and zoonotic), including cholera, Mpox, and Marburg virus. PROPEL Health will also focus on improving policy, financing, and governance of GHS, disease surveillance, health emergency response, and risk communication.
The project is seeking to recruit a Risk Communication and Community Engagement (RCCE) Technical Advisor for PROPEL Health Madagascar. This is a local hire and moving expenses or expatriate allowances are not associated with the position. This position is based in Antananarivo, Madagascar.
Scope of Work:
The RCCE Technical Advisor will provide technical assistance for PROPEL Health Madagascar, including the development and implementation of assessments, technical documents, and training on RCCE for Global Health Security under the One Health approach. This position is based in Antananarivo, Madagascar, with occasional in-country travel. The RCCE Technical Advisor will report to the Madagascar Country Director. Primary Duties and Responsibilities:
RCCE for Global Health Security under One Health Approach:

Leads technical assistance for designing and conducting a community risk assessment in coordination with other technical advisors or specialists working in country and at Palladium headquarters.
Provides technical assistance to local stakeholders for the development of a social behavior change communications plan for Madagascar.
Leads or contributes to the design, development or implementation of culturally relevant and context-specific RCCE interventions.
Identify target audiences for RCCE interventions.
Develop relevant RCCE messages and materials (brochures, leaflets, posters, social media content, radio messages, etc.)
Engage community actors to participate in workshops to validate assessment findings and the social behavior change communications plan.
Identify and engage community leaders and champions to implement and deliver RCCE interventions.
Facilitate RCCE capacity strengthening activities.
Participate and support existing or new RCCE coordination mechanisms.
Contribute to the implementation of outbreak response activities.
Support the tracking and management of misinformation and rumors in communities of concern to ensure a fluid response.
Lead the analysis, develop technical products (e.g. briefs, presentations, etc.), and use RCCE data to develop evidence-based recommendations which can inform government policy and decision making.

Monitoring and Evaluation/Collaborative Learning:

Reporting data related to technical activities within his/her area of expertise.
Development of activity documentation (briefs, reports, PPTs, etc.) and provide substantial contribution for the development of concepts notes, workplans and any other document related to the activity deliverables under their technical lead.
Interacts with national and international actors and other experts to bring new and "cutting edge" ideas into program implementation.
Share lessons learned and country experiences with other PROPEL Health countries and participate in other cross-learning activities or forums.
Document, synthesize and disseminate results through nuggets, success stories or other channels communicating progress towards improving RCCE in Madagascar.

Other:

Perform any other responsibilities as may be directed.
Supervise consultants as needed

Education Qualification:

Master's or PhD Degree in public health, medicine, epidemiology, communication or related discipline.

Knowledge and Experience:

5-10 years of work experience in RCCE
Experience working on USAID projects preferred
Ability to meet tight deadlines, track deliverables and effectively manage multi-stakeholder relationships
Knowledge of the Madagascar health system, national and international framework for Global Health Security and One Health.
2-5 years of experience implementing RCCE or public health communication interventions in an international organization and or USG-funded project experience preferred.
Demonstrated ability to engage effectively with government (national/regional) counterparts, academia, and development partners.
Self-starter with demonstrated ability to work in a team environment and independently.
Computer skills: SharePoint, Microsoft Excel, Microsoft Word
Excellent interpersonal and communication skills, both oral and written.
Fluent in French and Malagasy. A professional level of English proficiency, both spoken and written.
Willingness to travel internally in Madagascar.
