Position Objective:
The Procurement Division, under the Office of the Vice President for Strategy and Risk, leads in procurement oversight of the projects financed by NDB and supports the project task teams throughout the project cycle including identification, preparation, lending and supervision. The Division advises on procurement risk identification, mitigation and management through all stages of the project cycle. This support is critical in ensuring that procurement practices across the Bank's projects are applied consistently, adhere to best practices and standards, and remain aligned to values of transparency, leading to environmental sustainability, positive social impact and fiduciary assurance that the NDB financing is used for purpose intended and with due consideration to economy and efficiency. The division is housed in the Environmental, Social and Governance Department (ESGD).
The Senior Professional, Procurement oversees the analytical assessment of procurement policies, plans, processes and other related components as well as the tailoring of procurement transactions and initiatives across a range of proposed and awarded contracts under the infrastructure projects to ensure that activities and processes are responsive to varying operational and environmental conditions while remaining aligned to the Bank's priorities. The role's ability to demonstrate adaptive capacity in addressing emerging challenges to sustainable procurement positions the organization as a relevant and effective partner in the delivery of infrastructure projects.
Note: For the public sector projects NDB deploys use of country systems in procurement.
Purpose (Adapt):
Undertake comprehensive assessment of the suitability of using country system in Bank financed projects to tailor/adapt mitigation plans that address procurement risks.
Review requests from procurement professionals to adapt modernization/reform initiatives to varying operational contexts ensuring consistency and alignment with Bank policies and systems and procurement systems of the Member Countries.
Design and modify digital procurement systems, tools and processes to align the Bank's digitalization plan with the operating conditions and local practices in assigned member countries.
Assess risks, analyze data and provide insights to adapt mitigation plans, serve input for reports from the department and recommend the division's position on complex issues.
Engagement (Persuade):
Advise the Chief, procurement on areas of dialogue to adapt/refine capacity-building initiatives and technical support in the country(ies) of responsibility.
Provide mentorship to junior members by reviewing and finetuning reports to provide tailored solutions that identify and address procurement issues.
Review and modify amendments to procurement policies, procedures, guidelines and guidance etc. of the Bank to ensure that the procurement activities are carried out professionally and transparently and all relevant stakeholders are consulted at appropriate stages of the project.
Participate as a member in any working group to provide tailored approaches in the design of procurement systems and resolution of complex issues.
Delivery (Adapt the Project Cycle):
Suggest adjustments in procurement activities to the Project Implementing Agency(ies) during the entire project cycle, and take part in identification, preparation, appraisal, supervision and completion missions to sustain delivery of project objectives against agreed timelines.
Capture lessons learnt to develop case studies for training and capacity building and continuous improvement in procurement support to clients and provide evidence-based input for enhancement of Bank's internal procedures.
Establish mechanisms that help the borrower agency adjust and monitor procurement plans to ensure timely achievement of project milestones.
Organize the periodic review of procurement policies, activities and transactions of various projects to ensure compliance with Bank policies and guidelines and responsiveness to evolving client needs.
Requirements:
Master's degree or equivalent in Engineering, Procurement, Law, Economics, Management, International Development, Information Technology, Data Analytics or any relevant field.
Minimum 7 years' experience in procurement for infrastructure projects in the international public sector, multilateral/ bilateral agency, line ministry, state owned enterprise (SOE), or reputable consulting firm with expertise in procurement.
Demonstrated capacity gained through education and experience in Procurement reflecting conceptual understanding in an operational MDB setting.
Understand the program framework and the integration of different programmatic elements and procurement support and oversight into the project portfolio.
Develop and execute program plans across a range of well-defined and established programmatic elements aligned with broader organizational objectives as applied to procurement (operations).
Demonstrated skill gained through exposure/experience in relationship management.
Advise team on possible impediments to sustaining delivery standards to develop strategies to achieve results while delivering fiduciary and project responsibilities.
Engage clients proactively to define expectations/needs and build an informed framework for service and projects delivery.
Demonstrated achievement in the consistent delivery of programs/services through adaptation.
Meet consistently the program delivery standards on timing and the deployment of resources.
Meet consistently program delivery standards in terms of quality/relevance.
Decision-making, negotiation, communication, multi-cultural, qualitative and quantitative data and team skills are essential in the performance of this role.
Fluency in English essential to communicate in writing and speaking. Fluency in language(s) used in conducting procurement in member countries is a requirement as NDB uses country procurement system for its public sector portfolio.
