**JOB SUMMARY**
- The Specialist Delivery (SD) is a team of experts managing HR operations, providing strategic consultative specialists support to various functions in HR.
- The SD team is responsible towards
- Providing technical and specialized services within HR operations and ensuring alignment with local regulatory requirements in the country and the delivery of Staff Benefits over the Staff lifecycle with the bank, i.e., from Hire to Exit
- implementing Group, Country HR guidelines & procedures specific to HR operational activities and implementing newly developed HR products and services in Countries.
- Managing HR Vendor Management process in line with third party risk management guideline towards services outsourced to vendors and perform governance over services through monitoring accuracy and timeliness of services provided by vendors to SCB.
**RESPONSIBILITIES**
**Payroll and Final Settlements**:
- Assist in ensuring the accuracy and timeliness of the Bank's payroll process is not compromised including any manually paid employee benefits processed by Human Resources.
- Ensure strict compliance to the local legal and regulatory requirements pertaining to compensation and benefits, including statutory contributions and tax compliance.
- Assist to ensure Final Settlements for all staff exited are processed in a timely and an accurate manner.
**Employee Experience**:
- Embed a customer service culture through participation in the functions service initiatives.
- Support business / HR business partners on multiple HR related processes and queries
**Finance and Reporting**:
- Partner with relevant GBS team to ensure monthly reconciliation with HR over general ledger accounts.
- Co-ordination with stakeholders on ageing items escalated through the reconciliation process.
- Assist passing transaction entries on General Ledgers/ Transaction Processing Systems
- Liaising with the relevant teams in Global People Services (GPS) hub to manage cross border recharges relevant to HR function.
**Audit, Compliance and Governance**
- Ensure audit readiness of the unit and assist in tracking progress on action items.
- Assist with data, MI preparation for both internal and external audits.
- Projects and Change Management
- Proactive identification of process re-engineering requirements and driving change management process
- Support the HoSD in implementing projects initiated by Group/ Region and Country
**Benefits Administration**:
- Co-ordinate/Administration of staff loans schemes including computation of DBR for staff retail loans and liaising with GPS teams as required for staff loans related activities and medical insurance scheme.
- Coordination with the GPS retirals teams on various matters connected to the Provident Fund and Pensions Funds of the Bank.
- Act as a local coordinator for the international Sharesave Scheme
- Assist in performing seasonal activities, including disbursement of Festival Advances for SC staff during the months of April and December and processing employee bonus advances for Clerical staff.
**Operational Risk**
- Execute operational risk controls and risk management procedures relating to HRSD.
**Vendor Management**
- Guide team in HR shared service centre and engage in discussion on progress governance/cyclical activities & new/revised processes on an ongoing basis.
- Timely completion of vendor reviews, agreement renewals, risk assessments activities pertaining to Group Vendor management policy.
**Contingency planning**
- Responsible towards HR business continuity management (BCP), including acting as the alternate DCC supporting the HoSD.
- Ensure BCP plan for the department is up to date at all times.
- Filing and HR vault management
- Assist HR with p-files and system updates.
- Assist in delivery of internal documents.
- Delivery of the pay orders and other documents to regulator.
- Support scanning of p-files
- Handling of physical files and system records.
**Other Responsibilities**
- Effective management of personal file movement within the Unit and liaising with the GPS teams for issuance of various ad-hoc letters to staff and service letters to ex staff / stakeholders
- Ensure all filing and archiving related to HRSD are done as per laid down procedure.
- Support HoSD on Ad-hoc Country HR / Country Initiatives
