Job Description Summary
The Construction & Commissioning Manager is responsible for the construction scope management of all Grid Systems Integration projects (civil works, erection, commissioning) leading all site managers in Brazil. In the tendering phase, they are the sourcing & tendering partner for the construction scope including lessons learnt. You will have solid reporting to the GSI Construction Leader.
Job Description
Construction scope
The Construction scope covers civil work, erection, testing & commissioning, including the management of subcontractors & consortium partners associated with this scope.
Ensure identification, definition & deployment of proper procedures, processes, resources (internal & external) for organization of all site activities to achieve Safety, Quality, Cost, and Delivery targets of the project to Customer satisfaction.
Support the Project Managers regarding site information.
At the ITO phase, source & tender partner to select proper construction subcontractors/consortium partners & provide secured tender full costs to ensure both winning the opportunity and operational excellence during execution (Safety, Cost, Quality & On time).
Material control at sites.
Process
Deploy standard & Lean procedures and processes for civil work, erection, testing & commissioning to ensure operational excellence.
Monitor & animate proper KPIs to support procurement & construction operational excellence (EHS, Quality, OTD, Cost).
Prepare and present monthly meetings with HQ to explain activities performed and KPIs achieved with an action plan when needed.
People Management
Lead and manage Region Construction teams (formed by site managers, administrative assistants, and interns) to ensure proper performance respecting policies and procedures.
Ensure proper team development plan including coaching for leadership skills & construction expertise.
Resources
Ensure proper construction expertise level to execute on time, with the proper level of EHS, quality, and within budget.
Identify qualified material suppliers & staffing of qualified Subcontractors/Consortium partners for construction, erection, testing & commissioning project scope.
Adapt site organization to contractual scheme: consortium or subcontractors to ensure operational excellence (EHS, Q, OTD, Cost).
ITO phase scope
At ITO, ensure that the construction function is the sourcing & tendering partner by:
Establishing accurate should cost for construction scope & technical analysis of subcontractors/consortium partners to support sourcing negotiation.
Listing the associated risks.
Proposing cost solidity considering market, lessons learnt.
Being a key player in subcontractor/consortium selection process supported by team technical expertise.
Driving competitiveness actions related to construction scope to ensure cost out at tender stage.
At OTR phase:
Support project execution on scope civil work, erection & Test/commissioning to reach Provisional acceptance from customer on time.
Ensure proper internal function interfaces coordination with design engineering, procurement, logistics, project management, project control, contract management & EHS for construction scope.
Ensure proper process in place for management of subcontractors (manpower, material, tool, test equipment).
Ensure proper process in place for coordination between engineering & equipment suppliers to develop the project test schedule plan and test procedures for precommissioning, commissioning, and dynamic testing.
Planning
Ensure proper process for coordination with different parties (internal and external) for schedule establishment, update & look ahead process for civil work, erection, testing & commissioning to ensure project completion.
Support & adapt site organization to project strategy evolution to maximize cash & margin.
Quality
Manage subcontractor performance: On time/quality/productivity & be a partner to contract management for claims negotiation.
Support project management function vs customer on all topics related to construction.
Develop & deploy standard site Quality Inspection Plan & Test Plans with associated records.
Ensure proper process in place for site material reception & associated storage including Non-Conformity issuance & management linked to construction scope.
Drive cost erosion action plans to ensure non-recurrence of issues leading to margin slippages.
Ensure lean deployment of construction process on tenders & projects and drive simplification actions to improve productivity and cut waste.
Health and Safety
Demonstrate EHS leadership, ensure Zero Deviation Plan is implemented within the team.
Identify and evaluate EHS risks at project level and implement practical measures.
Participate & ensure at region level hierarchical/team safety visits and lead EHS improvement initiatives for construction scope.
Promote the identification of hazards and near misses to the construction team.
Participate in defining corrective actions when work is unsafe or when an uncontrolled risk is observed in close coordination with EHS function.

I&I rate, Stop Work, PSE & Near Miss reporting.
Construction budget of projects & tenders.
Monthly OTD & say-do ratio vs construction activities.
Average days Late.
Non-conformity ageing linked to subcontractors and construction functions & associated cost recovery.
Subcontractor performance (OTD, quality, productivity) Punch list closure progress.
Monthly project Staffing positions mobilized/demobilized to the current regional/site staffing plan.
Requirements
Engineering graduate.
08 to 12 years of experience in EPC/turnkey projects management in Substation including civil works scope.
Knowledge & experience in the grid/electrical/renewable.
Knowledge in AIS and GIS HV equipment (TC, TP, Power Transformers, Reactors, Capacitors, P&C and other Substation equipment).
Strong leadership skills to work in matrix organization with experience in international management.
Team player & networker capacity to manage a portfolio of projects in different countries.
Capacity to define, deploy a strategy & agile vs environment changes.
Organizational, program development, and planning mindset.
Frequent travels (50% of the time) Fluent in English.
