Drainage and Stormwater Management Consultant
The Drainage and Stormwater Management Consultant will be responsible for analyzing the Municipal Drainage System regarding the municipal water security policy and its metropolitan insertion, institutional aspects, existing structures, service dynamics, performance, deficits, system failures and aspects for circular economy, mitigation and climate adaptation to support the development of the Municipal Basic Sanitation Plan.
The Consultant's initial objective is to support the diagnostic phase by collecting information and data on actions and initiatives linked to drainage and stormwater management in the city of São Paulo, together with UN-Habitat's sanitation team.
He/she will also propose solutions for restructuring the municipal policy in line with the issues indicated by the diagnosis, as well as establishing, together with the team, an action plan and targets to achieve the defined objectives.
The Drainage and Stormwater Management Consultant will work closely with the General Coordinator, the operational and technical teams of the UN-Habitat offices in Rio de Janeiro, as well as the local project team, government officials and civil society.
Work Location:
Nine (9) months upon the signature of the contract.
Duties and Responsibilities:
Under the overall supervision of the National Officer for Brazil, the Drainage and Stormwater Management Consultant will be responsible for delivering the following products:
Product 1: Work Plan
Description: Prepare a document that presents the Work Plan regarding the object, stages and products of the consultancy, whose main objective is to gather information and outline solutions and targets regarding the management of water supply and sewage implemented in the city of São Paulo that will be part of the preparation of the municipal sanitation plan.
Expected Completion Date: 30 days after contract signature.
Product 2: Diagnosis of drainage in the city of São Paulo
Description: Developing reports containing an overview of laws, decrees, and plans related to drainage and stormwater management, as well as environmental and socio-economic aspects, characterization of the Municipal Drainage System, and more.
Expected Completion Date: 120 days after contract signature.
Product 3: Study of solutions and preparation of an Action Plan and Targets to enhance drainage in São Paulo
Description: Developing a report proposing solutions, identifying priority actions, and establishing targets and funding sources.
Expected Completion Date: 270 days after contract signature.
Qualifications/special skills:
Academic Qualifications: Bachelor's degree in Sanitation Engineering, Environment Engineering, Civil Engineering, Urban Studies or related fields is required.
Post-Graduation course in related fields or additional relevant technical experience is also acceptable.
Experience: A minimum of four (4) years providing technical support and management related to drainage policy is required.
Skills: Excellent writing and proof-reading skills in Portuguese; good computer skills including Microsoft Office; ability to engage in dialogue with various sectors.
Languages:
Fluency in Portuguese is required; good command in oral and written Spanish and English is desirable.
Additional Information:
The Drainage and Stormwater Management Consultant must be available to travel to the City of São Paulo.
Remuneration: SB-4/1 (UNDP Brazil Salary Scale).
